BY-LAWS OF McGREGOR'S 2nd BATTERY C.S.A.



ARTICLE I


NAME


The purpose shall be McGregor's 2nd Battery C.S.A., Potomac Region, NSSA seniority number 92.

ARTICLE II


PURPOSE


The purpose of the organization shall be to participate in NSSA activities and other activities within the scope of the team. Formed primarily to promote musketry, all members shall be required to participate in Musket Team Competition in order to qualify for any other team events. The organization encourages family and group participation and shall act accordingly.

ARTICLE III


MEETINGS AND PROCEEDURES

  2. DEFINITION
    1. Official team meetings shall be the annual team meeting and any additional team meeting to which the membership has been duly notified in writing a minimum of two (2) weeks in advance by the Adjutant and was called by the commanding Officer (C.O.).
    2. Supplementary meetings shall be called at the discretion of the C.O. for temporary or emergency actions, and to keep team members informed of team business.
      1. The C.O. shall be required to call a supplementary meeting at the request of three (3) or more team members.
  3. LOCATION
    1. Supplementary meetings can be held at any organized team activity.
  4. PROCEEDURE
    1. Official team meetings shall be held for all elections, changes in procedure, changes in by-laws, acceptance of new members, assessments, penalties or disciplinary action.
      1. A quorum shall be 40 percent of active membership plus the presiding officer.
      2. Minutes shall be kept at all meetings.
      3. Roberts' Rules of Order shall prevail, subject to team by-laws.
      4. Each active member shall have one vote.
      5. Each officer shall have one vote.
      6. Secret ballot shall be used on motions concerning any member, or at the reuest of any member for other issues.
    2. Supplemetary meetings
      1. All active members shall have one vote.
      2. Minutes shall be kept at all meetings.
      3. Only team members shall participate.
      4. Roberts' Rules of Order shall govern the meeting.
    3. The anual meeting shall be during the Fall National and the fiscal and shooting year shall be from on annual meeting to the next.

ARTICLE IV


MEMBERSHIP

  1. REQUIREMENTS
    1. American citizen at least fifteen (15) years of age.
    2. Must not have been convicted of a crime of violence.
    3. Must pay NSSA annual dues by the annual meeting.
    4. Must pay their share of the team approved assessments by annual meeting.
    5. Must participate in musket competition.
    6. Must support the team in all respects.
    7. Must pay annual team dues by annual team meeting.
  2. NEW MEMBERS
    1. Must be sponsored by a current team member and meet the tentative approval of the C.O.. The sponsor shall be responsible for the new member during their probationary period.
    2. The probationary period shall be no less than twelve (12) months. During this period the probationary member must meet the requirements of active membership.
    3. Upon completion of the probationary period the probationary member shall be, by majority vote:
      1. Approved for membership.
      2. Put on one (1) year extended probation.
      3. Reject for membership.
    4. Failure to fulfill their obligations to the team shall result in the automatic expulsion of probationary member.
  3. ACTIVE MEMBERSHIP
    1. A member shall attend a minimum of four (4) skirmishes per shooting year.
      1. Failure to attend four (4) skirmishes per shooting year is excusable:
        • Required work (employment)
        • Illness
      2. The C.O. shall judge if absence is excusable.
      3. A member in danger of losing membership shall be notified by the Adjutant in writing.
      4. Responsibility for notifying the C.O. as to reason(s) for absence rests with the member.
      5. Failure to meet participation requirements shall result in member reverting to prabationary status.
    2. All members shall participate in any extra work details required by the team.
    3. Host Team activities call for extra effort on the part of all members. It is imperative that the team respond as a unit. Non-attendance reflects on the team and absence shall be accounted for to the team. Participation shall be counted as one (1) skirmish requirement.
    4. Campsites at Ft. Shenandoah shall be assigned, if available, to the senior members of the team. If a member is absent from a skirmish, their campsite may be used by another member at the discretion of the Bivouac Officer. Inactive members may lose campsite rights, depending on team requirements.
  4. INACTIVE MEMBERSHIP
    1. A member in good standing, after five (5) consecutive years of membership may request inactive status, in writing from the Adjutant.
    2. They shall be required to pay all NSSA dues and assessments.
    3. They shall be required to pay all team assessments unless they are on active duty with the U.S. Armed Forces.
    4. They may lose rights to a campsite, unless serving as a team officer.
    5. They shall lose all voting rights, unless serving as a team officer.
    6. They shall enjoy all other team rights and activities.
  5. ASSOCIATED MEMBERS
    1. An associate member of McGregor's 2nd Battery shall be a person meeting the requirements of the NSSA, holding a valid current membership in the NSSA with a team in good standing within the NSSA.
    2. Prospective associate members must present their cureent NSSA membership card to an elected team officer prior to receiving an Associate Membership Card.
    3. Only team officers shall issue Associate Membership Cards.
    4. Upon issuing an Associated Membership Card, the issuing officer shall notify the Adjutant within two (2) weeks.
    5. All associate membership cards shall expire at the same time as annual election of team officers.
    6. Associate members shall not be carried on a skirmish work roster, shall not be required to participate in skirmishes hosted by the team nor counted as team members for dues and/or assessment purposes.
    7. An associate member shall not be assigned a team campsite.
    8. An associate member shall have no vote in team business.
  6. HONORARY MEMBERS
    1. McGregor's 2nd Battery reserves the right to grant honorary member status, as special curcumstances arise.
    2. Honorary members are required to meet NSSA national dues and montary assessments only.
      1. McGregor's 2nd Battery waives all team fees.

ARTICLE V


ELECTION OF OFFICERS AND CHAIN OF COMMAND


  1. ELECTIONS
    1. Election of officers shall be by majority vote at the annual team meeting.
    2. No member may hold more than one office.
    3. If there are three (3) or more candidates involved, primary balloting shall be held to eliminate the low member as necessary.
    4. Voting shall be by secret ballot.
  2. OFFICERS AND CHAIN OF COMMAND
    1. Team Commander will be elected annually and can succeed themselves three times once.
    2. Deputy Commander shall be chosen by the Team Commander as their running mate and shall be acepted or rejected witht the Commander.
    3. Team Adjutant shall be elected annually.
    4. Qualifications Officer shall be elected annually.
    5. Bivouac Officer shall be elected annually.

ARTICLE VI


DUTIES OF OFFICERS


  1. TEAM COMMANDER
    1. Shall have three (3) years full membership.
    2. Shall call team meetings, establishing time and place.
    3. Shall be responsible for team leadership at all times.
    4. Shall chair all team meetings.
    5. Shall handle all official protests at skirmishes.
    6. Shall call time and place of team party.
    7. Shall name a three (3) person nomination committee.
    8. Shall be responsible for the display of team colors.
    9. Shall have authority to discipline any team member, or guest who brings discredit upon the organization, subject to review by the Regional Commanding Officer.
    10. Shall show impartiality to all team members.
    11. Shall keep his name on the team bank account for use in emergencies.
  2. DEPUTY COMMANDER
    1. Shall asisst the Team Commander as requested.
    2. Shall assume the duties of the Team Commander in their absence.
    3. Shall attend the Regional and National Meetings annually unless excused by the Commander.
  3. ADJUTANT
    1. Shall conduct all team correspondence, written and oral.
    2. Shall keep the C.O. informed of all team business activities.
    3. Shall maintain the roster and keep attendance records as necessary.
    4. Shall receive and deposite all team funds and maintain financial records of all team deposits and expenditures.
    5. Shall report all financial records to the C.O. as needed and to the team membership at the annual meeting.
    6. Shall pay all team obligations by check and keep obligations to a minimum.
    7. Shall field a team in any skirmish when five or more members register to attend.
      1. Any monetary shortage from the foregoing shall be absorbed by the registered shooters for that skirmish.
  4. QUALIFICATIONS OFFICER
    1. Shall establish team standings.
      1. Standing shall not be based on records predating the current skirmish by more than six (6) months.
    2. Members must make their presence known to the Qualifications Officer a MINIMUM OF SIXTY (60) MINUTES PRIOR TO FALL IN TIME for team events.
    3. Failure to do so may result in member(s) being farmed out to another team.
    4. Extra member shall be farmed out.
    5. Shall be in charge of qualifications standards, methods and procedures for all team members willing to qualify.
    6. Shall keep all qualification records.
    7. Shall appoint members to A, B and C Team according to their qualification records and/or the condition of the member or the members weapon.
    8. Shall be responsible for all team firearm safety.
    9. Shall be responsible for safekeeping of all team trophies.
    10. Shall submit all bills connected with qualifications to the Adjutant for reimbursement on a quarterly basis.
    11. Shall keep the C.O. notified of members status.
  5. BIVOUAC OFFICER
    1. Shall be responsible for assigning, or reassigning campsites at Ft. Shenandoah, based on membership status in accordance with team by-laws.
      1. Campsites will be assigned or reassigned depending on frequency of use, size and/or condition of camping unit and availability of campsites.
      2. Any cost incurred in relocation camping units by the team, after written notification of a member, shall be the responsibility of that member.
    2. Shall be responsible for the general housekeeping of the campsites, and request assistance from the C.O. as needed.
    3. Shall submit all bills connected with housekeeping to the Adjutant for reimbursement on a quarterly basis.
      1. All capitol expenses shall have prior team approval.
  6. CONDUCT AND GREVANCE PROCEEDURES
    1. It shall be the responsibility of each member to conduct themselves in a manner that will not offend any general member present, or their families. In full appreciation of the fact that what offends one person may not offend another, the following precedures shall be used in the event that a member's conduct comes under question.
      1. In the event of three (3) complaints against any bember(s) at one time, a warning shall be given by the senior officer present. If this warning is not heeded, the member(s) shall be subject to immediate suspension and be removed from the area. An offical team meeting shall be called to consider the charges. The person(s) making the charges and those charged shall be allowed to present their sides. A vote shall be taken as to whether those charged shall remain a team member. A two-thirds majority shall be required to revoke any membership.
      2. In the event of a charge brought by NSSA against a team member, that member will be suspended from the team, pending the outcome of the NSSA action. An official team meeting shall be held within thirty (30) days of the initial NSSA charge to take action in such an event.

ARTICLE VIII


UNIFORMS


  1. Individual variation in the prescribed uniform shall be with the approval of the C.O.
  2. Any team uniform changes must be by majority vote, and submitted to NSSA for approval as the official team uniform.

ARTICLE IX


AMENDMENTS


  1. Amendments may be proposed by any member in good standing.
    1. Proposed amendments must be submitted, in writing, to the Adjutant at least thirty (30) days prior to an official team meeting.
    2. Proposed amendments must be endorsed in writing by two (2) aditional team members.
    3. The Adjutant shall notify all team members of the wording of the amendments at least a week prior to the official team meeting.
    4. Amendments shall be accepted by a simple majority vote.
